Who is CAER?
Organized in 1985, CAER is an organization dedicated to providing the public information on the emergency response activities of the industries located in the March Point area near Anacortes. The group represents Shell Puget Sound Refinery, General Chemical, Tesoro Refining and Marketing, and Air Liquide.

What is CAN® and how does CAN® work?

CAN® is an alerting system that can automatically telephone all homes and businesses in a given area with a specific message in the event of an emergency. The message is delivered simply and clearly. All calls are generated and tracked by a computer system to make sure every number is called - more than once if necessary.
Who calls me?
CAN® will play a message that was recorded by one of your local municipal officials. The message will give directions on what you should do or where to get more information.
What should I do when I'm called?
Listen carefully to the message. CAN® is only activated by an actual incident that would require you to take some action. You will be told where to get more details.
What if you don't reach me?
The computer will try three times to deliver the message. If you are at any other home or business within the affected area, the phone at that location will also be contacted. All phone numbers not answered after three calls are reported to the appropriate authorities. If the phone is answered by an answering machine, the message begins to play immediately, just like when a person answers the call.

Our database is compiled from published directories only and is updated annually. Residents included in the database are within a 7 mile radius from the industrial complex on March Point.
